How do I reference a section of an Act in APA (7th ed.) style?

Answer

Acts should not be included in APA reference lists at all. However, on the first mention of the act a full citation is given in the text of your assignment. 

For example:

According to the Human Rights Act 1998...
OR
...(Human Rights Act 1998).

Citing a specific section of an act: 

S.5 of the Social Services and Well-being (Wales) Act 2014 states that…
OR
According to s.5 of the Social Services and Well-being (Wales) Act 2014…
OR
The well-being of carers must be promoted (Social Services and Well-being (Wales) Act 2014, s.5).
